In his recent meeting with the Chief Ministers of all the states, PM Modi spoke of effectively handling the situation of the fast growing Kovid-19. But the ever increasing Corona cases have raised the concerns of the government once again. Last year, on March 25, 2020, a nationwide lockdown was imposed in view of the growing Corona infection in India. All services, including buses, trains, airplanes, across the country were stopped and any activity was allowed for the very essential services.
Now a year after the lockdown was imposed, many states have again begun to introduce local lockdown-like restrictions due to the steady increase in Corona cases. Restrictions such as partial lockdown and night curfew are being imposed at some places. So that the growing corona virus can be controlled once again. However, there is no possibility of a lockdown at the national level at the moment. But in view of the increasing cases, the Center has made it clear that the administration will have to continuously track new infections, so that the cases do not accelerate.
On one hand, the government has approved to start the campaign to vaccinate all the people above 45 years of age from April 1, while a decision has been taken to implement the new Corona Guidelines from April 1. In the guidelines issued by the Ministry of Home Affairs, the State Governments have been ordered to strictly implement the policy of Test, Track and Treat. These new guidelines will be applicable from April 1 to April 30. The Center has also emphasized the need to increase the testing from the states.
According to this new guideline, no activity has been stopped at all places other than the Containment Zone. These include the movement of passenger trains, air travel, metro trains, schools, higher educational institutions, hotels, restaurants, shopping malls, multiplex and amusement parks, yoga centers and gymnasiums, among others. However, it will be mandatory for each of these activities to follow the corona guillines. The Center said that at present there will be no restriction on the inter-state movement of persons and goods. However, most states are making mandatory reports of Kovid-19 mandatory for people coming from other states.
Lockdown only ensures infection prevention for a certain period of time, but the process of tracking and testing proves to be more effective in virus prevention. This is the reason that the Center has asked the states to increase the testing and asked the positive people to ensure the treatment as soon as possible. Apart from this, working on the policy of the track, it has been ordered to collect and test the information of those who came positive in the test and it has been said to isolate these people.
Not only this, the central government has said that the district administration should insist on creating a container zone at micro level. Not only this, information about the Containment Zones will also be provided on the District website by all the district officials. This list has also been asked to be shared with the Union Ministry of Health from time to time. The ministry has said that strict house-to-house surveillance and contract tracing needs to be done in areas with containment zones.
At the same time, the ministry has said that the local administration and police will be responsible for following the rules in the containment zone. Apart from this, the accountability of the responsible officials will be decided by the state governments. States have also been given the right to decide the necessary rules on the workplaces. Not only this, the states will also have the right to decide the strictness and fine in the rules of mask, hand hygiene, social distancing. Apart from this, states have also been empowered to fix restrictions related to corona at district, tehsil and city or ward levels.
In response to the question of what the government is thinking about the lockdown following the sudden surge in transition, Union Minister Prakash Javadekar said, “The central government is constantly in touch with the states where the rapid rise in corona infection is seen. . We hope that the situation will improve in the coming days. ”
