The high-level meeting held today decided to vigorously implement the second phase of the drug-free Kerala campaign from November 14 to January 26. As it is World Cup football time, the event will be held in the state to score two crore goals. The program will be organized in all local bodies, schools, government offices, private companies, IT parks, bus stands, and public places. No drugs campaign boards and pictures will be ensured around the goal post. The program is in such a way that the post is prepared all the time and anyone can come and score a goal whenever they want. A celebrity football match will be held as part of this. It was suggested in the meeting that the social justice department should ensure that there is a need for de-addiction centers.
Children who come for treatment there should be treated confidentially. Do not release the name of the child or the name of the family. Counseling should be organized on a large scale in schools. There should be enough counselors. Awareness programs should be organized in drug use centers in a good manner. Local self-government bodies should ensure that no-sale signs are placed in all the shops. If the sale, transfer, and use of intoxicants are noticed, action should be taken to display the phone number and address to transfer the information. As part of the ‘No to Drugs’ program, the information on the things found during the inspection conducted by the police and excise departments should be published. The Anti-Drug Vigilance Committee should meet once in three months to review the activities and issues related to drug consumption.
The report in this regard should be compiled at the district level and handed over to the state committee. Different departments are organizing different programs now. These need to be converted into public programs based on a coordinated calendar. The Excise Department / Vimukti Mission has been tasked to prepare a coordinated calendar by collating the details of the schemes and financial allocations implemented by various departments. The release of the book ‘Telivanam Nissanavarva prepared by Vimukti Mission and SECRET for children of classes 5 to 12 will be held on November 14. Versions in different languages will also be prepared. On that day, student councils should be held in every class.
Any period can be used for this. Various anti-drug activities implemented from Gandhi Jayanti Day to Kerala Birth Day, the content of the campaign, experiences of students, etc. should be discussed in class assemblies. School Parliament / College Union should lead this activity. December 4th to 10th, 2022 will be observed as Human Rights Week. On these days, various anti-drug awareness activities will be planned under the leadership of Kudumbashree, libraries, clubs, and local associations. The first reading of the children’s book should take place on December 9 in all classrooms. The reading should be done by the children themselves. Various programs should be organized for the students on December 10, human rights day. In all Local Self-Government Wards, Kavala meetings should be organized for one to two hours in the evening under the leadership of school/college students. Organizational participation of NSS, NCC, SPC, Vimukti Club, etc. should be ensured. Kudumbashree, libraries, clubs, residence associations, local associations etc. should be linked as part of this activity.
This requires careful planning and systematic organization. A decision should be taken at the meeting of the anti-drug vigilance committee at the local government level regarding the organization of intersection meetings in each local government body. Then the ward-level committees should form special organizing committees and lead the activities. The class meetings will be held on 26 January 2023. A review of the year’s activities, planning of activities to be carried out during vacations, and planning of activities to be carried out at the beginning of the next academic year should be carried out. The class councils should approve the school/college level follow-up master plan for a drug-free campus.
An extended meeting will be organized under the leadership of the local self-governing body. In this meeting, skit/flash mob / musical sculpture/play / Chickasha, etc. should be presented based on the book given to the children. Programs can be planned from 1 to 3 hours in length. The time and venue should be decided by the local self-government level anti-drug public awareness committee. A ceremony to hand over the master plan of school/college-level anti-drug follow-up activities to the local self-government chairman will also be organized as part of this. The meeting also decided to consider the activities to be implemented from June 26, 2023, which is Anti-Narcotics Day, after January 26.
