There has been a big flaw in the transport of the grain of the mid-day meal for five years. According to sources, there is currently a difference of about two and a half crores in the funds released by the Central Government and payment by the Food Department. Records have been called from nine districts in this regard.  

According to APD-Sampoorna Shiksha Abhiyan Dr. Mukul Kumar Sati, there are discrepancies in the records of the past five years of Dehradun, Champawat, Haridwar, Nainital, Pauri, Tehri, Rudraprayag, US Nagar and Uttarkashi.

Records have been sought from these districts. If disturbances are found at some stage, action will be taken. According to sources, the central government may cut this item in future if the account of ration transportation is not cleared on time. The central government has also reduced the budget of MDM for lack of records in the year 2015-16. 

The government provides rice at a subsidized rate to students of classes one to eight under rice of three rupees and transportation of six rupees mid-day meals. This rice is transported from FCI warehouse to DSO warehouse and from here to dealer’s shop.

The Center has set a standard of Rs 75 per quintal for transportation. Being a hilly state, the rate of Dhulan in the mountainous districts of Uttarakhand ranges from Rs 127 to Rs 613 per quintal. In Uttarkashi, it costs Rs 613.56 per quintal to transport rice from the warehouse to the school at the rate of Rs 300 per quintal. 390 in Tehri, 372 in Bageshwar and 321 rupees in Chamoli.

Talking about the plain districts, it costs 42.10 in US Nagar, 76.68 in Haridwar and Rs 127.22 in Dehradun. JM-MDM Parmendra Kumar Bisht says that the central government had fixed these rates in the year 2013, given the circumstances of the hill states.
